{"id":2473,"date":"2026-08-07T07:35:40","date_gmt":"2026-08-07T07:35:40","guid":{"rendered":"https:\/\/paulbrowntranslation.com\/?p=2473"},"modified":"2026-08-07T07:35:43","modified_gmt":"2026-08-07T07:35:43","slug":"rovuma-lng-mozambique-exxon","status":"publish","type":"post","link":"https:\/\/paulbrowntranslation.com\/pt-br\/2026\/hispano-luso-report\/rovuma-lng-mozambique-exxon\/","title":{"rendered":"The $20bn Mozambican Gas Bet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>ExxonMobil picks the builders for Rovuma LNG \u2014 the last gate before Africa&#8217;s largest private investment gets its final yes<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Hispano-Luso Report<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">The largest private investment project on the African continent moved a decisive step closer this week \u2014 and it is happening in Portuguese.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ExxonMobil Mo\u00e7ambique, on behalf of the Area 4 partners, announced it has sent a <strong>letter of intent<\/strong> to the SMDC consortium \u2014 Italy&#8217;s Saipem, America&#8217;s McDermott, Korea&#8217;s Daewoo E&amp;C and China Petroleum Engineering &amp; Construction \u2014 for the onshore engineering, procurement and construction of <strong>Rovuma LNG<\/strong>: twelve liquefaction modules on the shores of northern Mozambique, 18.6 million tonnes of liquefied natural gas a year, production targeted for 2031, and a price tag President Daniel Chapo puts at some <strong>$20 billion<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tense matters, as it always does in this Report: the builders are <em>selected, not signed<\/em> \u2014 the letter of intent supports definition and planning work while the partners advance toward the true threshold: the <strong>final investment decision<\/strong>, which Chapo has said he expects by September. This week&#8217;s announcement is the last gate before that gate. But in a project that spent four years frozen by an insurgency, gates opening is the story.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The flags on the site<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Read the consortium and the partner list like a map, because that is what they are. The operator: ExxonMobil, the biggest name in Western oil, as delegated operator of Area 4. The partners: Mozambique&#8217;s state ENH, Italy&#8217;s Eni, Korea&#8217;s KOGAS, Abu Dhabi&#8217;s XRG \u2014 and <strong>China&#8217;s CNPC<\/strong>, which also appears, through its engineering arm, inside the construction consortium itself. American leadership, Chinese capital and Chinese builders, Gulf money, Korean gas buyers, Italian engineering \u2014 all converging on a Lusophone coastline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this Report&#8217;s standing files, it is the densest single data point yet: the anglosphere&#8217;s largest energy company and China&#8217;s state champions are not competing for Mozambique&#8217;s gas \u2014 they are <em>partners in it<\/em>, on ground where Washington and Beijing otherwise circle each other across Latin America and Africa. The great-power rivalry your correspondent tracks through Argentine showrooms and Brazilian shareholder registers arrives in Cabo Delgado as a joint venture.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The basin, in three acts<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Rovuma LNG is the biggest of three projects working the same prize: the gas reserves of the Rovuma basin, ranked among the largest discovered this century. Eni&#8217;s Coral Sul floating platform has been quietly exporting since 2022, with a twin \u2014 Coral Norte \u2014 due to double output from 2028 and a third unit under study. TotalEnergies&#8217; $20bn Area 1 project, frozen since the 2021 attacks, <strong>restarted construction in January<\/strong> and targets first exports in 2029 at 13 million tonnes a year. Exxon&#8217;s Rovuma LNG, at 18.6 million tonnes, would crown the trio in 2031.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Add it together: on current plans, by the early 2030s a Lusophone state of 34 million people would rank among the world&#8217;s great LNG exporters \u2014 a Qatar-scale ambition assembled on the Indian Ocean, in the language of Cam\u00f5es. That is the decade this masthead&#8217;s Luso wing exists to cover.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The arc \u2014 and the shadow<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The honest history cannot be skipped. In 2021, insurgent attacks on Palma and the Cabo Delgado province killed hundreds, displaced nearly a million people, and froze the entire basin under force majeure \u2014 Total&#8217;s site abandoned mid-construction, Exxon&#8217;s decision postponed year after year. The turn came gradually: Rwandan and regional forces restored a fragile security perimeter, Total lifted its suspension in January, and Exxon withdrew its own force-majeure declaration in November. This week&#8217;s contractor selection is the strongest signal since that the American major believes the corner is turned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Believing is not the same as being right. The insurgency is suppressed, not extinguished; the province&#8217;s underlying grievances \u2014 poverty beside gas wealth \u2014 are the classic accelerant; and every construction camp is a target profile. The project&#8217;s security assumptions are the single variable that could re-freeze everything, and no letter of intent changes that.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The numbers \u2014 handled with tongs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The claimed economics deserve attribution rather than adoption. ExxonMobil&#8217;s own estimate: some <strong>$150 billion in revenues for the Mozambican state<\/strong> across 30 years of operation. A Standard Bank study \u2014 commissioned, note, and cited by the company \u2014 projects an <strong>$11 billion annual GDP impact and more than 150,000 jobs<\/strong>. The figures may even prove right; but they are the developer&#8217;s case for the defence, produced at the exact moment the project courts its final approval, and Mozambique&#8217;s own history urges care: this is the country whose hidden-debt scandal \u2014 the &#8220;tuna bond&#8221; affair \u2014 showed how resource expectations can be borrowed against before a single molecule ships. The gas is real; the governance test is too.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The scoreboard<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For the masthead&#8217;s ledger, the week&#8217;s meaning is simple.
