A Spanish builder, a British minister, and the NHS \u2014 the British state formally welcoming Madrid into the most emotionally guarded institution in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The occasion: Sacyr has signed the contract to build the new Frimley Park Hospital in Surrey \u2014 more than <strong>\u00a31.5 billion (\u20ac1.75bn)<\/strong>, the first contract of the NHS New Hospital Programme to reach signature. And it did not travel alone. Days apart, Dragados \u2014 the construction heart of ACS \u2014 signed its own: the <strong>\u00a31\u20131.5 billion<\/strong> rebuild of West Suffolk Hospital in Bury St Edmunds. Of the eleven hospitals in the programme&#8217;s first wave, <strong>two now belong to Spanish builders<\/strong> \u2014 up to \u00a33 billion of British healthcare, signed to Spain in a week.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The two contracts<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Frimley Park<\/strong> is the flagship: a full replacement of the 1970s hospital serving more than 900,000 people across Surrey, north-east Hampshire and Berkshire, with works starting 2028\u201329. The urgency is structural in the literal sense \u2014 the existing building is riddled with RAAC, the crumbling concrete that has become the emblem of Britain&#8217;s ageing public estate. <strong>West Suffolk<\/strong> follows the same script for a 300,000-person catchment: new wards, operating theatres and diagnostics replacing worn-out fabric, with long-term running costs cut through energy efficiency. \u00abOur objective now is to work in close collaboration, guarantee delivery, and generate long-term value for the NHS and the communities this hospital will serve,\u00bb said Steve Holmes, Dragados&#8217; director general for the UK and Ireland \u2014 a Spanish contractor with a British accent, which is rather the point.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The full map \u2014 and where Spain sits on it<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The first wave&#8217;s allocation, published in full: Graham takes Airedale; Willmott Dixon the Royal Cornwall Women&#8217;s and Children&#8217;s; Kier gets Hinchingbrooke; Laing O&#8217;Rourke, Hillingdon; Skanska takes two \u2014 James Paget and the Queen Elizabeth King&#8217;s Lynn; Vinci&#8217;s IHP joint venture, Mid Cheshire; Morgan Sindall, Milton Keynes; Bovis, Manchester University&#8217;s hospital. And Sacyr and Dragados, Frimley Park and West Suffolk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Read the list again with a Spanish eye: among the ten alliance builders chosen in March, the two Madrid groups are the only Spanish firms \u2014 and, alongside Vinci&#8217;s joint venture, the only major continental presence in a field of British stalwarts. The wave&#8217;s contracts sum to some <strong>\u00a314 billion<\/strong>; the Spanish share runs to roughly a fifth of it. Seven of the eleven hospitals \u2014 Frimley among them \u2014 need urgent replacement for structural concrete problems. Britain&#8217;s most pressing rebuilds, and it reached for Madrid twice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Not a contract \u2014 an enrolment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The analytical heart of this story is the programme&#8217;s design, because it changes what \u00abwinning\u00bb means. The New Hospital Programme abandons project-by-project procurement for the <strong>Hospital 2.0 Alliance<\/strong>: a long-term framework binding NHS trusts and their ten chosen builders into standardised designs, shared technical criteria, modern construction methods and \u2014 the operative word throughout \u2014 <em>collaboration<\/em>. Health minister Smyth&#8217;s framing was blunt: hospital building has been strangled by bureaucracy \u00abeven after approvals and funding,\u00bb and the alliance exists to change that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Which means Sacyr and ACS have not each won a job; they have been <strong>enrolled in a system<\/strong> \u2014 members of the standing club that will build and rebuild English hospitals for the better part of two decades, inside a \u00a337 billion programme where wave one is merely the opening. The first contract signed (Sacyr&#8217;s) is worth more than its face value: in an alliance built on replicable standards, the firm that executes first writes the reference case the rest follow.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why them<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The credentials are the un-secret. Sacyr has built more than 70 hospitals worldwide and is already delivering \u2014 under a construction-plus-concession model \u2014 the Velindre hospital in Cardiff. Dragados&#8217; calling cards are the collaborative-model hospitals of Spain itself: Toledo&#8217;s Universitario, Puerta de Hierro in Majadahonda, Son Espases in Palma. Spain spent two decades building healthcare at home under exactly the delivery models Britain has now adopted; the NHS, in choosing its alliance, effectively imported the workforce that practised them.
