Then the US Treasury Asked How America Could Get One."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>The Hispano-Luso Report \u2014 Friday 10 July 2026<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five days from now, on 15 July, President Trump decides whether to hit Brazilian goods with new tariffs of up to 37.5%. This week, in a Washington hearing room, the two countries argued their cases across 81 speeches and 14 panels \u2014 and somewhere in the middle of it, according to participants quoted in the Brazilian press, officials from the US Treasury asked the Brazilian side a question that quietly gives the whole game away: how could the United States benefit from Pix?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sit with that for a moment. The centrepiece of Washington&#8217;s case \u2014 the flagship charge in the Section 301 investigation \u2014 is that Pix, Brazil&#8217;s free, instant, central-bank-run payment system, is an <em>unfair trade practice<\/em> that disadvantages American payment companies. And in the very hearing convened to prosecute that charge, the US Treasury was asking how to get in on it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The case, in brief<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The US Trade Representative&#8217;s preliminary report, published on 1 June, recommended an additional 25% tariff on Brazilian imports, exempting most agricultural goods and products already covered by national-security tariffs. A separate investigation \u2014 covering some sixty economies, including the EU \u2014 proposes a further 12.5% surtax on countries deemed not to police imports made with forced labour. Brazilian officials read the two as potentially cumulative: up to 37.5% on parts of Brazil&#8217;s export book.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The charge sheet ranges widely: Brazil&#8217;s judicial orders against US tech platforms, preferential tariff deals with Mexico and India, ethanol market access, intellectual property, deforestation. But the item that has dominated the hearings \u2014 and the one with implications far beyond Brazil \u2014 is Pix. The USTR&#8217;s objection is structural: Brazil&#8217;s Central Bank both regulates and operates the system, mandates that it be free for individuals, caps fees for businesses, and requires banks to give it visual prominence in their apps. In other words, the complaint is that Brazil built public payments infrastructure so good, so cheap and so ubiquitous that the card networks can&#8217;t compete with it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brazil&#8217;s formal response, filed with the USTR on 1 July, makes two points that deserve more airtime than they&#8217;ve had in English: foreign companies, including American ones, already participate in the Pix ecosystem \u2014 and the United States itself operates a strikingly similar public instant-payment system, FedNow, run by the Federal Reserve.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the numbers say<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Confedera\u00e7\u00e3o Nacional da Ind\u00fastria puts up to US$14.9 billion of exports at immediate risk if the tariffs go ahead, with heavy machinery, electrical transformers, timber, worked granite and ethanol among the most exposed sectors. Brazilian analysts project a drag of half a percentage point or more on 2026 GDP. And the exposure runs both ways: US companies hold a stock of investment in Brazil exceeding US$350 billion \u2014 roughly a third of all foreign direct investment in the country \u2014 with some 4,000 American firms operating there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Which explains the week&#8217;s second under-reported detail: some of the loudest voices <em>against<\/em> the tariffs at the hearing were American. Tesla filed a letter asking the USTR to exempt Brazilian inputs it needs for manufacturing. The importer coalition We Pay the Tariffs argued the measures would hurt US jobs. And Amcham Brasil warned of the strategic own-goal: squeeze Brazilian suppliers, and their customers migrate to Asian \u2014 above all Chinese \u2014 alternatives.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Inside the hearing room<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The theatre had a distinctly Brazilian subplot. Senator and presidential hopeful Fl\u00e1vio Bolsonaro flew to Washington to testify \u2014 asking for a 180-day postponement, and arguing, remarkably, that the tariffs would politically strengthen President Lula while changing none of the policies Washington objects to. The Lula government itself, meanwhile, declined to give oral testimony at all: its written rebuttal rejects the investigation&#8217;s conclusions wholesale, and its embassy staff attended the panels strictly as listeners. Trade minister M\u00e1rcio Elias holds two further meetings with US officials before the deadline.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why this matters beyond Brazil<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Strip away the bilateral drama and a precedent is being set. What the Section 301 case tests is whether a country is allowed to build free public digital infrastructure that outcompetes private American incumbents \u2014 because Pix is not unique. India&#8217;s UPI processes a greater volume still, a point one Brazilian economist made from the hearing floor this week.
